Missouri HealthNet Clinical Program – A Perspective on a State’s Activities (non-accredited presentation)
Needs Assessment:
The highly innovative MO HealthNet Program (formerly Missouri Medicaid) is continuing the enhancement and statewide deployment of the our electronic health record tool, CyberAccess. The nationally recognized MO HealthNet clinical program continues to increase value of the tool by adding modules that increase utilization amongst various provider types. Newly added clinical program modules include, Direct CarePro (a pharmacist medication therapy management module), Direct Inform (a participant-facing module offering access to claims information and health alerts), and Integrated Care Management System (ICMS – a pre-certification module for inpatient stays). In addition, the CyberAccess platform is being enhanced to accept HL7 compliant transactions from laboratory vendors and provider’s electronic medical record tools in the state.
Building on the successes of many MO HealthNet clinical and technological initiatives, Missouri has created the Missouri Office of Health Information Technology (MO-HITECH) to utilize the unique opportunity provided by the 2009 American Recovery and Reinvestment Act (ARRA) for states to access federal funds to plan, design, and implement health information exchange. The MO-HITECH is part of the MO Department of Social Services, and has the task of encouraging the adoption and use of electronic health records; allowing for exchange of health information across the state’s institutions and providers. An advisory group and six working groups meet regularly to discuss key aspects of health information exchange, including funding, regulation, and consumer privacy.Learning Objectives:
Following completion of this program, participants will be able to:
- Describe the highly innovative MO HealthNet clinical program continuing implementation statewide in Missouri for MO HealthNet participants and providers; including the targeted interventions created by the Agency.
- Describe and demonstrate the electronic technology used by MO HealthNet to facilitate delivery of care CyberAccess, and the academic detailing for the provider base using the tool.
- Describe the creation of the intervention modules used in the tool for the targeted disease states.
- Describe strategies used to educate providers and participants currently using CyberAccess to improve outcomes for MO HealthNet patients.
- Offer high level description of Missouri’s strategic plan to create a public-private collaboration to meet defined health information exchange goals.
